Welcome to OpenUK and OpenHQ’s State of Open Survey 2026.
OpenUK and its sister OpenHQ are collecting data on Open Source including both software and, for the first time, AI.
We are also accepting international responses for the first time. This survey is for people who live and work outside the UK. If you live in the UK, please complete the UK version.
Guidance on Completing the Survey
Organisation
- Please complete the survey from the perspective of an “Organisation”. If employed or contracted full time - your employer or principal client.
- If you have multiple roles choose one organisation being the one you generally spend most time on. If you’re unemployed or a student, complete it for the project you contribute most to.
- Please answer with respect to your Organisation’s last financial year.
Open Source
- For the purpose of this Survey, Open Source refers to both open source software and AI you consider to be open.
- If the question specifies software or AI when you should answer in respect of software or AI as appropriate.
Actors
The Survey uses the concept of eight “actors” - from user to creator - and asks you to answer questions relevant to these actors.
- Please answer from as many perspectives as are relevant to you.
- This approach is new and you can learn more in our blogpost.
