Adds a deployment-tool chooser to the CLI documentation.

The new guide:

• Helps users choose between UDS CLI Next mode, the OpenTofu provider, Fleet Command, UDS Connect Remote Agent, and Legacy UDS CLI.
• Explains the relationship between bundles in Next mode and the Bundles Next format.
• Links to the UDS CLI Next Mode reference for detailed behavior and command support.

Adds navigation links to the chooser from the CLI documentation index and how-to guide overview.
