Greptile SummaryAdds persistent Packslip signer and release-sequence pins, records signer commitments in lockfiles, and introduces commands for listing and forgetting pins.
Confidence Score: 3/5The PR is not yet safe to merge because a failed pin write and failed cleanup can leave an installed artifact outside the persistent signer-pin invariant. The record-error branch still discards installation-removal failure, while the outer cleanup deliberately preserves installations under Files Needing Attention: src/backend/packslip.rs Important Files Changed

The specification's no-downgrade rule (refuse a weaker scheme, a changed signer, a repackager where the vendor signed before, or a release that drops provenance) needs memory. mise now keeps it in two places with different jobs: - A pins file under the state directory, the way SSH keeps known hosts: per project, the scheme and the workflow path (without its ref) or key id that signed the first accepted release, who attested, whether every artifact linked provenance, and the highest release list sequence seen (which moves here from its own file). A release that weakens any of that is refused with a message saying what changed; what got stronger becomes the new floor. `mise packslip pins` lists them and `mise packslip forget` drops one so a vendor's announced rotation can be accepted. - The lockfile records the signer (as scheme:signer) and, for a repackager's document, attested_by, beside the URL and digest. That is the project's commitment and it travels: a release signed by anyone else is refused on every machine with the lockfile, whether or not it has seen the project before. …the pins file - The pin is checked before the lockfile checks and recorded only after the artifact's digest verified, so a refused install leaves nothing behind that would block a legitimate one later. - The lockfile check reads every platform's entry: the signer describes the release, not the artifact. - attested_by follows the signer in the lockfile: set for a repackager's document, cleared for the vendor's, and merged that way. - Reads and writes of the pins file happen under a file lock. Two findings on the pins layer. `signer_of` cut every `sigstore-oidc` identity at its first `@`, on the assumption that an identity is a workflow path and a ref. Only a workflow identity is: an email or a SPIFFE URI carries `@` as part of itself, so `alice@example.com` and `alice@example.invalid` filed under one signer and the second passed as one already accepted. Drop the ref only from an identity that has one — an `https://` URL — and take it from the last `@`, which is where a ref begins. And a pin that cannot be written must not leave its artifact behind. With `always_keep_install` the install survived a failed `record`, so its signer was never written down and the next release, from any signer at all, set the project's first pin with that one still installed. Remove it. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

When
packslip_pins::record fails and removal of the completed installation also fails, this discarded cleanup result leaves the artifact, linked binaries, statement, and resources installed without a signer pin. With always_keep_install enabled, the outer error handler does not retry removal, so a later release from another signer can establish the first persisted pin while the earlier artifact remains installed.
How this was verified: The cleanup result is discarded, and always_keep_install prevents the outer error handler from removing the leftover installation.

| A lockfile carries the project's commitment as well: each platform entry records the `signer` (as `scheme:signer`) and, for a repackager's document, `attested_by = "repackager"`, next to the URL and digest. Document both signer reset steps. Removing the mise.lock entry removes only the lockfile constraint. If packslip/pins.toml already contains a pin, packslip_pins::check still rejects a different signer. State that operators must also run mise packslip forget <PROJECT> on that machine before installing the new signer.

Bind the OIDC issuer to the signer identity.
Pin.issuer is persisted, but check_against compares only scheme and signer. The lockfile also stores only scheme:signer. If policy accepts another issuer, the same key_id can pass both checks. Include the issuer in pin and lockfile comparisons, serialization, parsing, and merging. Add a regression test for issuer A versus issuer B.

Failed cleanup leaves unpinned install
If the final signer-pin write and the subsequent remove_all both fail while always_keep_install is enabled, this branch discards the cleanup error and the outer error handler skips fallback removal, leaving the completed artifact installed without a signer pin. A later release from another signer can then establish the first persisted pin while the earlier artifact remains on disk.
How this was verified: The final record error path discards remove_all failure, and outer cleanup skips installation removal under always_keep_install.

Summary
Stacked on #12782. The packslip specification's no-downgrade rule (refuse a weaker scheme, a changed signer, a repackager where the vendor signed before, or a release that drops provenance) needs memory. This PR gives mise that memory in two places with different jobs.
packslip/pins.tomlunder the state directory records, per project, the scheme and the signer that signed the first accepted release (a workflow path without its ref, since a new tag of the same workflow is the same signer, or a key id), who attested, whether every artifact linked provenance, and the highest release-list sequence seen (which moves here from the file the backend PR introduced). A later release that weakens any of that is refused with a message naming what changed; what got stronger becomes the new floor. It is this machine's memory, not something to sync, so it lives in the state dir.mise packslip pinslists what is pinned;mise packslip forget <project>drops a pin so a vendor's announced key rotation can be accepted on the next install. Both classified in the command effects table.signer = "scheme:signer"and, for a repackager's document,attested_by = "repackager", beside the URL and digest. A release signed by anyone else is refused on every machine that has the lockfile, whether or not it has seen the project before; removing the entry accepts the change for the project. The lockfile's explicit TOML conversion, parser, merge, and emptiness check all carry the new fields.Test plan
