[Pico 4/Quest 3] Controllers vibrate non-stop after recovering from standby
There is a chance of one of, or both controllers vibrate non-stop after recovering from a standby. This could also happen when the controllers recovering from inactive mode during game sessions on Steam Link.

This can be solved by a in-game vibration source, or restarting the SteamVR. This issue has been here for more than 1 year, and is still happening on the latest beta and stable versions of Steam VR. This issue does not happen on Virtual Desk or Pico Connect, etc.

Step to reproduce
1. Connect to PC with Steam Link
2. Launch a game (the game I tested was VRChat, but other games should be fine)
3. Put your headset to standby mode by pressing the power button once, or just remove the headset from your head if your proximity sensor still works.
4. Wait long enough that your controller is disconnected from your headset.
5. Wake the headset up and sometimes you will have one of your controllers vibrating non-stop.

This happens quite frequently (more than 20% chance of happening).
