City's new TV station on the air WWPC channel 23, Altoona, is on the air. The independent station signed on a 5:58 a.m. Tuesday, one day later than its sister station, WWCP chan• nel 8 in Johnstown. The new independent takes the place of WOPC. a local ABC af• liliate. Sandra Benton, vice president and general manager of WWPCWWCP, said a test pattern went on the air about 5:30 p.m. Friday after seven months of work behind the scenes. "It's beautiful - the quality and the graphics and our on-air look, our logo, the way we gO into our commercial - I'd put this in New York and compete with anybody and be proud." she said. "1 am told by the cable operators over there (Altoona) that the quality of the picture is improved 100 percent," Ms. Benton said. The picture for Altoona should get better. "On the Altoona side we still have not installed a new transmitter," Ms. Benton said. The transmitter is being *built for the site. She said when it is installed, probably during the second week of November, the signal will be "at least four times stronger."
