A metric built on a modelled source looks fine. The dashboard renders and the numbers are plausible. Then someone reconciles it against a bill. After that nobody trusts the number, and an autonomy programme can't run on a number nobody trusts.

Before you automate against any data centre number, ask where it came from. Metered: a device measured it. Billed: someone charged you for it. Modelled: someone calculated it. Control against metered, reconcile against billed, plan with modelled.

Don't start an autonomy programme by defining autonomy. Pick one number the business already cares about. Then ask of every piece of work: does it move that number, or help measure it? If neither, it waits.

A sustained annual figure is the right kind of target. You can't hit it with a design number, only with a year of metered data. Design efficiency and operated efficiency are different metrics, and only the second is safe to automate against.

Germany's Energy Efficiency Act gives a data center that begins operating on or after 1 July 2026 two years after commissioning to reach a sustained annual PUE of 1.2 or lower.
