Rumsfeld forgot the unknown knowns

I'm slogging my way through Steve Pinker's Better Angels book on the history of violence so I can finally write about how it's convincing and give it a negative review. Not done yet though, I'm only on page 534 and still have several hundred pages to go.

Way back on page 514 there was something worth writing about, an update on Donald Rumsfeld's sole contribution to humanity:  he talked about known knowns, known unknowns, and unknown unknowns, a useful way to look at problems. What Rumsfeld missed, says Pinker citing Dominic Johnson citing Slavoj Zizek, is unknown knowns, which are things known or knowable but are ignored or suppressed.

The context for Pinker was unknown knowns that Rumsfeld and the Bushies had in front of them about Iraq - lack of nuclear weapons development particularly, and the lack of a plan for governing the country. Unknown knowns applies even better to climate change - the evidence is hitting us in the face, literally so in some cases, and mountains of data and history available for anyone to see, but half of American politics refuses to see it. I doubt we'll get the hardcore denialists to know them, but we need to move the fencesitters so they're not stuck by the same unknown knowns.

Meta-analysis in the middle

My general view both in general and as a policymaker in my small local-office pond is that a widely held (few expert dissenters) and strongly held (high confidence) consensus position might as well be a fact as far as the policymaking is concerned. A contradictory study is just that, a study. If it turns out to be accurate, then the consensus will eventually fracture soon enough and create problems for policymakers, but there's no need or even a rational way for policymaking to jump the gun.

In the gray zone between just one study and a consensus is the meta-analysis, and I'm still trying to figure out what policymakers should do with them. If the meta-analysis reinforces the consensus position - say, Oreskes' review of scientific abstracts on climate change - then it's just a helpful tool in examining the consensus. OTOH, if the meta-analysis seems to point in a different direction - say, Choi et al. on adverse neurological effects of high-fluoride exposure in China and Iran - that presents a bit of a problem.

My assumption, generally, is that the consensus should be handling this. The main Canadian health research arm, Health Canada, looked at a lot of the same studies and reached a different conclusion:
These studies were included in the review conducted by the Expert Panel on fluoride convened by Health Canada in 2007. Despite the consistency in the results from these studies, the panel agreed that the weight of evidence does not support a link between fluoride and IQ deficit. There are significant concerns regarding the available studies, including quality, credibility, and methodological weaknesses, such as the lack of control for confounding factors, the small number of subjects, and the dose of exposure (Health Canada, 2008). Most of these studies performed in China were also included in the reviews conducted by other organizations and/or committees, which also mentioned that the significance of these studies is uncertain (IPCS, 2002; ATSDR, 2003; NRC, 2006).
I think Health Canada is probably closer to showing what the fluoride consensus is than Choi, although I think there's reason to believe the consensus, that therapeutic levels of fluoridated water are generally safe, isn't as solid as the climate consensus. Worth noting one difference between meta-analysis and consensus is the meta-analysis is only as good as the meta-analyst, while consensus hopefully has a broader base.

Maybe the consensus will change, but this is what we've got.

Laughing at those who laugh at science


Chris Mooney had one of his usual good Point of Inquiry shows back in November that I just caught, an interview with Michael Gordin, who wrote The Pseudoscience Wars. Gordin considers the idiot Velikovsky to be one of the originators of modern pseudoscience. Astronomers of the time tried denouncing him, tried ignoring him, and then Carl Sagan even tried engaging and refuting his nonsense one step at a time. None of it worked. Instead, just as science advances one funeral at a time, pseudoscience sometimes gets scrubbed away one funeral at a time. Nobody cares about Velikovsky any more.

It's still unclear how to handle idiotic attacks on science. A latest idiotic attack by people who don't understand science and therefore respond by laughing at it, is an attack stating the study of evolution of duck genitalia is so stupid that it's funny. At the link, Carl Zimmer disposes of the idiots, but I think he's using Carl Sagan's technique of engaging and refuting them on the facts. As Sagan found out, that doesn't really work.

Eli's trick has been to engage, refute, and laugh at the science deniers. I think it's worth a shot but I don't know if it'll work, and I've not quite figured out the right tone to take myself. I've also tried engage, don't refute, just bet them, but that hasn't gone all that far. I can't figure out how to bet people who laugh at the scientific value of biology experiments, so maybe just laughing at those people is the best bet right now. The experiment of figuring out how to handle pseudoscience will have to continue.

Lindzen is from his 2004 prediction that temps were as likely to go down as up in 20 years, and his offer to bet over that prediction that he ran away from as fast as his denialist legs could take him (by insisting on unscientific odds in his favor). To be fair, he didn't specify exactly what temps would do between 2004 and 2024, but we've eaten a big chunk of that time period already. You could also be more generous to Lindzen than I've been - his bet offer was reported on November 10 2004, I assume it had been his position for at least a little while and picked mid 2004 as the start. If instead, you pushed the start to as close to that 2005 peak as possible, then he might not look that bad to you. If you want to do that, please please let me know that you'd like to bet over it, 3:1 odds in your favor sound great to me.

Don Easterbrook, one of the bad Easterbrooks, said in 2006 that temps would decline "soon" and keep cool until 2040. Who knows what soon means, I assumed 2007. We're over one-sixth of the way through his time period though - a reasonably soon date would've started by now.  I chose a slightly declining slope for his prediction, I'm not aware of him being more specific. And yes, he's also ignored my effort to get him to bet over his prediction.

I'm happy to add others as long as they're at least semi-prominent and claim scientific credentials. Abdusamatov and Sorokhtin both predicted declines starting around 2012, so we can add them soon.

For good stuff on predictions, try the good Easterbrook. I don't consider the Christy/Spencer '95 ref to be a prediction though, it was just wrong stuff about satellites, and strangely for them finds a warming trend (UPDATE:  due to greenhouse effects) of .09C/decade, not all that far off the mark.

For where the models do seem to be getting things wrong, try Stoat's concern about Arctic ice:
even with the junk removed I fear you’d find the obs retreat faster than the models; and I’m beginning to wear thin the idea that this is just a few years anomaly. So, really, we need better models and a better understanding of what is going wrong with the current models.
Yeah.

My unscientific addendum is wondering whether models are getting frequency of La Ninas wrong for whatever reason, pushing more heat into the ocean than expected, and where the heat will get its revenge on us later (when is that, by the way?).

Rose gets stuck on statistical significance


Too many takedowns to count for David Rose who doesn't realize that short-term fluctuations in temperature tell you little about long term trends.  The latest case is that according to one computer model, the temperature sequence ending in 2012 is close to the bottom edge of the statistical uncertainty range, a point where there's only supposed to be a 5% chance that random variation produces a temperature below the modeled range. Rose thinks this means an end to warming.

The above link shows a broader set of models gives a wider uncertainty range.  And anyway, it's within the uncertainty range for the more sensitive model albeit near the lower edge.

The being near the edge is where our Rose gets stuck. A little over two years ago, Rose declared that global warming had halted since 1995. His proof - while measured temperature had risen since 1995, the amount of rise was only near the edge of being statistically significant:
Phil Jones replies: "The key statement here is 'not statistically significant'. It wasn't for these years at the 95% level, but it would have been at the 90% level. If you add the value of 0.52 in for 2010 and look at 1995 to 2010 then the warming is statistically significant at the 95% level." [What this means is that the warming trend for the past few years previously met a lower test of statistical significance. With addition of the results so far for 2010, it now means the higher test.]
So according to Rose, being near the edge may as well be proof if it's on the cold side, but means nothing at all if it's on the warm side.

Might also be worth noting that given decades of data, random variation will actually push the actual result outside the 5%-95% band at some points.

A request to readers - give us your Rubio climate rebuttals


I'd like to try a little experiment here - a little over a week ago, Marco Rubio graced the Internet with his nontheories regarding climate change.  I thought about doing a line-by-line rebuttal and then decided you all might be able to do a much better job than me.

So below I'm putting Rubio's claims down, one at a time for your rebuttals and prebuttals.  As a way of responding to the finding that repeating falsehoods reinforces them, even if corrections are added, the way I want to do this is precede each claim with the truth, then give the claim, and then follow up with more truth.

Just leave your rebuttals and links below in the comments - and please say which claim(s) you're responding to. As they develop, I'll add the best.  What's really needed is a special wiki devoted to refuting his nonsense, but in its absence I'll be the referee (Eli too if he wants), adding the best refutations and links.  I'll look for the most concise, most readily-understood refutations with the most-generally-accepted link sources.  No more than two or maybe three before and after each claim - if a refutation gets bumped, it'll be included as additional sources in footnotes.

Obama picks up the "it's not a coincidence" theme


From the Union's State:
Now, it’s true that no single event makes a trend. But the fact is, the 12 hottest years on record have all come in the last 15. Heat waves, droughts, wildfires, floods, all are now more frequent and more intense. We can choose to believe that Superstorm Sandy, and the most severe drought in decades, and the worst wildfires some states have ever seen were all just a freak coincidence. Or we can choose to believe in the overwhelming judgment of science and act before it’s too late.
I continue to think the fact that science has a story that provides closure, while science denial relies on "it's all just coincidences, one after another!", is a key advantage in pulling the fence-sitters to our side, and one we need to push a lot harder.  The most scientifically-convincing evidence is about the non-coincidence between warmth and greenhouse gases, but the public can think about the climate weirding throughout the world as additional non-coincidences.

Something else that's more of a tea-reading exercise - here's more of his speech a few paragraphs later:
Last year, wind energy added nearly half of all new power capacity in America. So let’s generate even more. Solar energy gets cheaper by the year. Let’s drive down costs even further. As long as countries like China keep going all-in on clean energy, so must we.

Now, in the meantime, the natural gas boom has led to cleaner power and greater energy independence. We need to encourage that. That’s why my administration will keep cutting red tape and speeding up new oil and gas permits.
Sadly, I think I agree with Eli that Keystone pipeline to take out oil sands will get built, despite my hopes last year (maybe John Kerry demanded freedom on this issue, but I doubt it).  There is another hand though - I'll bet the administration, if it okays the pipeline, will balance its destructive action with something that helps humanity.  They'll marry the two issues just like Obama did in his speech, although they might not frame them the same way as I do.


UPDATE -  the substance of Senator Rubio's response to Obama on climate:
When we point out that no matter how many job-killing laws we pass, our government can’t control the weather – he accuses us of wanting dirty water and dirty air.
Truth hurts sometimes.  More on Rubio soon.

Driverless cars, high speed rail, and climate comedy


1. I'm more inclined than not to support high speed rail in California and elsewhere - we need to get people out of the sky.  OTOH, I've wondered for several years whether the otherwise-beneficial role of driverless cars could turn HSR into a financial dinosaur.  Those driverless cars could hook up together as a pod, and even if they can't go 200 mph, they could go faster than humans could drive them and be an acceptable way to travel from San Francisco to Los Angeles when you can make productive use of the entire time.

Maybe building HSR in stages makes sense so we can cut our losses if needed.

2. Marginally related subject:  American University and Sierra Club are running an Eco-Comedy Video Competition for the funniest, under-three minute original video educating people about climate change.  I plan to submit 179 seconds of Joe Bastardi talking, but maybe you can think of something even funnier.

Key the extremes to their context

I'm not sure yet what I think of Mark Kleiman's post about how people always accept their side's arguments on a position and assume a contrary argument means the arguer is on the other team.  I'm no fan of centrism-worship, or of contrarianism-for-its-own-sake.  OTOH, a critical eye on the arguments used for our own side has some moral value.

In that sense, the 2012 record warmth in the lower 48 states, a record for 1.58% of the planet's surface for a single year, is getting overplayed.  At least, the key front and center should be context, that year after year, record highs generally exceed record lows, and that generally consistent result is significant additional support to the mountain of evidence for climate change.  What's important about 2012 in the lower 48, outside of bringing the American public mainstream a little a closer to the scientific mainstream, is how it reminds us of that context.*

Lose the context and you get big pronouncements like this from Watts Up:  "Low temperature records overwhelm highs in the USA this past week" (emphasis added).  Context may not cure foolishness, but it might help a little bit.


*One exception is if the 2012 record highs are so unprecedentedly big that natural variability couldn't ever explain them, equivalent to rolling two dice and having them come up 13.  That would be important, but I've missed any in-depth discussion of that possibility.

Four out of five dentists say it's the scientific consensus, stupid


I'm late to the game of the Cox/Ince editorial on science and policy, but two points:

1. It's not "science" that matters most at the intersection of science and policy but scientific consensus that does.  If there's a well-established consensus with very few expert dissenters, then you've got factual conclusions as far as policymakers are concerned.  The consensus could be wrong of course, but that's not really relevant to policymakers - they don't have a choice of waiting for a perfect consensus because that won't happen.  What's missing from the commentary I've seen is that policymakers also don't have the choice of second-guessing the consensus by becoming their own Galileos.

Let's forget climate change for a while and take my constrained policymaking field instead.  Should I direct my water district to add fluoride to our water supply?  The vast majority of dentists say it helps teeth, but some disagree.  Does adding fluoride create non-dental health risks for the general population?  The vast majority of oncologists, endocrinologists, and neurologists reflected in the scientific consensus say somewhere between "no" and "not proven," but some disagree.  It's ridiculous to think I could get sufficient expertise in those three fields as well as dentistry to let me judge between experts.

And fluoride is just one issue.  What about water supply decontamination - should we use chlorine or chloramine?  What is the maximum horizontal acceleration that a worst-case earthquake will exert on each of our eleven dams?  Is the stream gauge appropriately sited to be provide accurate data on stream flow during storm events?  How much chromium 6 is tolerable in our stored groundwater?  Can migrating steelhead trout make it up the proposed fish ladder? I'm not second-guessing these things if they have an expert consensus behind it, regardless of a few dissenters.

Incidentally, I don't distinguish between scientific consensus and other expert consensus.  Seismologists tell us the maximum acceleration during an earthquake, and engineers tell us what dams can handle.  I don't see a difference.

The intersection with policy gets complicated if the consensus has an important dissenting faction or if there's no consensus at all, but that's not what we're facing on some issues, like global climate change.

2.  Contrary to what scientists often say, the science can all-but-decide policy because some policy questions are easy.  Scientific predictions of climate change in the next century under business as usual emission scenarios run from "bad" to "potentially disastrous".  That's pretty much all we need to know from a policy perspective to conclude that we have to deal with it.  The question of how we deal with it isn't easy or exclusively a science question, but whether to deal with it was answered by science.

Lessons or lack thereof from bipartisan movements


As Obama heads off to Burma, I think back to when I knew something about that country.  I spent two winters there doing volunteer work in the early 90s and then several years in the mid-90s in Oregon focusing on Burma human rights work, comparing the situation to South Africa.  I'm cautiously optimistic at this point, although the ethnic conflict is far from over and even democracy will be no guarantee of good treatment for ethnic minorities.

Relative to most other western nations, the US did pretty well in Burma, backing up Suu Kyi and others in the elected/overthrown leadership.  When we activists went Congress to ratchet up sanctions, the senators we counted on were Patrick Leahy, Mitch McConnell, and Jesse Helms (Ted Kennedy was also good, I think).  Our little Oregon group got every member of the Oregon congressional delegation to support sanctions, with liberal Republican Mark Hatfield being the hardest one to convince.  Burma never became polarized in American politics, as far as I can tell.

In another field that has long been polarized, things are changing.  Washington Monthly has a good piece titled The Conservative War on Prison, with conservatives starting to hop onto the alternatives-to-prison bandwagon.  The article is good on the what and when aspects of conservative change, but less so on the why and why at this particular time aspects.  There was this, though:
At the start of the 2007 legislative session, legislative analysts predicted that Texas was on track to be short 17,700 prison beds by 2012 because of its growing inmate population. The Texas Department of Criminal Justice’s response was to ask legislators to build three new prisons, but Madden and Whitmire had other ideas. Not only did they bring back a revamped version of their probation proposal—they also took aim at the revolving-door problem by cranking up funding for programs such as in-prison addiction treatment and halfway houses. This time, Perry relented (persuaded at least in part, the duo contends, by a high-stakes meeting they held with him shortly before the opening of the legislative session). Since then, the prison population has not increased, and last year, the TDCJ closed a prison for the first time in decades.

Budget shortfalls do not explain this shift. In 2007 Texas was basking in a huge projected surplus, and the Great Recession was still a year away. Instead, Madden and Whitmire had different winds at their backs. For one thing, the policy context favored reform. One legacy of the state’s prison litigation trauma is that Texas has strict restrictions on overcrowding (unlike, say, California). Under Texas law, when the system approaches capacity, corrections staff must seek certification from the attorney general and the governor to incarcerate more prisoners. The approval process forces state leaders to confront the choice between more prisons and more diversion programming. The political environment had also changed since the GOP completed its takeover of state politics in 2003. As a longtime observer of the state’s criminal justice notes, “Now … all the tough guys are Republicans. They don’t want to be outdoing each other on this stuff.”

I'm not entirely happy with this explanation.  I have my own, which is that ideological movements get bored.  After saying the same thing for a long time, there's a desire to say something else.  I think conservative ideology takes longer to get restless than others, but it still happens.  It's also not always successful:
Of course, there are limits to how far ideological reinvention can go. As political scientist David Karol has argued, it is unlikely to work when it requires crossing a major, organized member of a party coalition. That’s something environmentalists learned when they tried to encourage evangelicals to break ranks on global warming through the idea of “creation care.” They got their heads handed to them by the main conservative evangelical leaders, who saw the split this would create with energy-producing businesses upon whom Republican depend for support.
That's a rather simplified description of what happened among evangelicals, including who started it, how far it got, and whether the movement's truly ended.  It also downplays the difficulty in crossing the ideological and economic barriers of the tough-on-crime mindset and the prison-industrial complex.

I'm not sure what lessons to draw from all this for climate policy purposes.  Sometimes all you can do is wait for people to change - or push change through without their help.  I've also thought for a while that Al Gore has been careful to avoid some of the limelight.  Conservatives are showing some real ferment over immigration, modest change on gay marriage, and tiny little cracks in climate denial.  Maybe we'll get lucky.

If campaigns are zero-sum games, why will neither side talk about climate?


I've seen the justified lamentations about the lack of climate discussion in the campaign, and occasional discussion of why Obama hasn't talked that much about it.  (I provided my own explanation - Ohio.)  There's less discussion of why Romney doesn't talk about it, and little about why the interaction between candidates doesn't produce discussion.

In zero-sum politics, a disadvantage for one candidate should be an advantage for the other candidate, so why doesn't at least one of them push his opinion?

Unlike Karl Rove, I don't have THE answer, but I do have possibilities:

1.  This NYTimes article says their positions aren't that different.  Both acknowledge people are changing climate, so there's no reason to talk about that as opposed to their actual differences over energy policy.

I'm not buying it, first because it far overstates Romney's acceptance of climate change: "there remains a lack of scientific consensus on the issue."  That leaves plenty of room for a fight between reality and denial.  Also the strong difference in energy policy - support a growing sector versus abandoning it to China in favor of a declining and polluting sector - should easily reference back to climate.

The article does provide a service in saying Obama hasn't been completely silent.  And Romney's oblique references have been mocking Obama's intention to do something about it.  Let's refine the question to why both sides say so little instead of being silent.

On to more promising ideas.

2.  One or both sides overestimate the risk to their position.  If each side thinks the issue can backfire and hurt their side relative to the other, then neither will bring it up.  Both campaigns might think the issue has a 55% chance of helping the other side - that's not possible in zero sums, but would mean someone has bad political judgment.

I think this plays a role.

3.  It's not climate as an issue but their own ability to hurt themselves.  Maybe the candidates figure anything they say is more likely to motivate the other side than it is to motivate their own side, so again they keep quiet.  The analogy would be to Romney's relative silence over his abortion position, and the Democrats' relative silence about their somewhat-tepid opposition to torture and civil rights violations.

Problem with this one is that surrogates and Superpacs would likely go on the attack over climate, but everyone has little to say.

4.  It's like space policy - not enough people cared to force it on the agenda.  If Hurricane Sandy had happened in September then things might have been different.  If last summer's heat wave had more time to get into the public mindset, it also might have changed things.  The idea here though is that while the policy elites may be thinking of these things, most of the public isn't.

Sadly, I'm giving this last option the most credit, with an assist from overestimating risk.  It doesn't excuse a lack of leadership, but again helps explain it.  And it means those of us who care about climate have to do more.


For a little respite from climate silence, here's a debate between campaign surrogates with the last part discussing climate.  Romney's surrogate flat-out lies in the debate about current coal technology not producing pollutants, but admits that Romney would eliminate greenhouse gas controls that the EPA is currently phasing in under the Clean Air Act.  He also says the government should provide some money for energy research, but nothing to reduce carbon emissions.  So much for the NY Times article.

False balance and simplistic denunciation of the anti-GMO movement: Keith Kloor and Ed Yong, call your offices


Ed Yong certainly and Keith Kloor possibly understand false balance in climate reporting:  the scientific mainstream and a few outliers should not get equal billing.  Keith Kloor certainly and Ed Yong possibly don't understand the false balance problem in the simplistic and blanket denunciation of opposition to GMO foods that equates the anti-GMO movement to climate denialists.*

Neither can distinguish wheat and chaff, separating a few real environmental concerns and some pretty hypothetical health concerns from an admittedly-large amount of unfounded anti-GMO concerns, particularly about health.  One real environmental concerns is of genetic contamination in the wild from GMO genes, both of species related to domesticated species and of plant species gone "feral".  Another is how GMOs facilitate increased herbicide use through inserting resistance genes in targeted crops.  A hypothetical health concern is from transferring allergenic genes to otherwise non-allergenic foods.  Another (possibly less-hypothetical) is farmworker exposure to the increased herbicide use.

Despite that, the Kloor article that Yong cites has this disingenuous summation:
After 14 years of cultivation and a cumulative total of 2 billion acres planted, no adverse health or environmental effects have resulted from commercialization of genetically engineered crops.
Emphasis added.  Several paragraphs later, even Kloor has to admit poorly-phrased versions of some of the environmental issues, but that didn't get him to remove his summation or false equivalence to climate denialism.  He just then segues into the particularly-inane argument that GMOs are just a fast form of traditional breeding.  No.  Or at least, horizontal gene transfer from wildly different species is so unlikely in traditional breeding as to make it a ridiculous claim.

GMOs have real promise.  I'm particularly interested in the possibility of turning annual grasses like corn into perennials, something that could have significant climate benefits by allowing more carbon to be stored in no-tilled soils.  No point in being simplistic about GMOs though, including their real problems.

Apparently he now claims it's all just cycles that will turn around.  Funny how cyclical effects are producing new records, and they just happen to tend to be records you'd see from humans changing the climate....

Needed: a November 1 blog blizzard that more snow doesn't mean less warming



Things Break beat me to the punch on this issue with a much better post that included some actual science-type material.

It's pretty simple.  Lots of snow doesn't tell you anything about temperature trends.*  If you see lots of recently fallen snow, you could probably derive that temperatures somewhere in the nearby atmosphere had recently been below freezing, but not whether overall temperature trends are neutral, declining, or warming.  As TB points out, the right conditions of warming could actually lead to more snow, and we might get a lot this year.

Record cold, or average temperatures that are significantly below long term averages, are much more relevant.  Of course a single season doesn't tell you a whole lot either, but at least it's a relevant-if-minor data point.

We had plenty of idiocy two years ago when we had lots of snow, but this time we can anticipate it.  November 1 might be a good time for blogs based on the real world to rally around and remind people in advance that snow tells you nothing about warming.


*UPDATE:  okay, it's a little more subtle than telling you absolutely nothing about temps - as usual, see the comments for edification.  Let's say that lots of snow doesn't tell you anything about temperature trends that can be coherently discussed in a 30 second Fox News soundbite or a dismissive tweet.  Increased temps could mean more snow or less snow, depending on circumstances, so if you're trying to understand temperature trends and don't have lots of time to put into it, the better focus would be to look at temperature trends.

Rommin Rommin Rommin




Three things I learned listening to Chris Mooney's interview of Joe Romm about rhetoric:

1.  It's pronounced "Rome" and not the way I've been mentally pronouncing it for years.

2.  Are you a scientist or (in my case) a pseudo-wannabee who tries to think like one?  Joe's not writing for you.

3.  Bloggers should spend as much time formulating blog titles as they do on anything else the post (the one I did here took hours to craft).
