This bumps the Unicode version from 16 (used by CPython 3.14) to 17. I feel like we should wait with this update until we add support for Python 315 (which I suspect to update to Unicode 17)

It looks like v0.1.25 never actually got tagged, at least on GitHub, but from the diff, the unicode version bump seems like the only change affecting us, so I'll go ahead and merge this into the release branch for 0.17.
