Bluesheets are already in MATERIALS_TYPES_SERVED_BY_WORKER and have resolver rows; only the link tables still pointed at www.ietf.org. Checked against production ResolvedMaterial: every IETF 97+ bluesheet has its {name}-{rev} row, and IETF 92–96 bluesheets (the only pre-97 ones) have their bare-name rows. Interim links go to the datatracker origin, which already serves bluesheets. MEETING_DOC_CDN_HREFS is left as is.

Related to #11943.

Bluesheets were the only meeting materials still linked to
www.ietf.org/proceedings. Link them like the other types, so they are
served from blob storage by the materials worker.
