Resolves #3017

LSP overrides the primary+s key binding with lsp_save (required for format-on-save and code-actions-on-save), which conflicts with packages like sublemacspro that use that key for something else.

This adds a setting.disable_lsp_save context to the key binding, so the override can be disabled by setting "disable_lsp_save": true in Preferences.sublime-settings. Since it's a view setting, it can also be set in syntax-specific settings or by another package on specific views only.

Documented in the key bindings docs.

Adds a "disable_lsp_save" setting check to the context of the
primary+s key binding so that users or other packages can disable
LSP's save override without editing LSP's key bindings.

Alternative to overriding "primary+s" for emacspro compatibility?
