Motivation

There is a dependency between setting the handler routine and initializing Registry (the first must succeed for the second one to be used). It is therefore possible to merge OnceLock<Registry> and OnceLock<Result<(), Option<i32>> into a single OnceLock<Result<Registry, i32>> (note the dropped Option).

Solution

Add a SignalKind enum and use it as the argument of new and match the raw value of handler into it. Registry may then implement Index<SignalKind> in a type-safe manner. Note that the panic branch of raw_os_error is elided.
