The Steam client itself should prompt you to enter the code. Just go to the machine you're trying to stream from, and it should be right there.

if they are on different networks, or subnets
on host, steam -> settings -> remote play -> [pair steam link]

but if you need to do that, odds are it will be using your internet upload and download for local connections

make sure windows network is set to private not public
if using wifi, make sure wifi isolation is disabled on the router
disable any vpn

I don't think I can help without more information -- are you trying to stream a Windows PC to Steam Link on Android? Are you trying to stream a Linux PC to Steam on the Deck, etc. Knowing where you're trying to stream it from will help in terms of determining where you can find more information.
