Steam Link app won't connect
When I am at home, I can stream my pc to my phone and play away from the computer. When I am at work or even using cell data, I can't connect. My phone can "see" my desktop with a little green check, but once I hit [Start Playing] I am met with "Streaming error: couldn't connect to relay ###" and a 12 digit number string, looks like an IP but I don't really know/understand

Please help me to play some games on my lunch breaks lol

Is your phone on office wifi? I suspect if so that it is being blocked by firewall rules.

I would basically try some other places—on wifi at a friend's house, on cellular data while waiting for the bus, etc.—and see which ones work and which ones don't, that would help to narrow it down.

The streaming_log.txt and remote_connections.txt from your PC might also have useful info.

I have tried cell data as well as work wifi and neither work. Even sitting at my desk, phone on cell data, pc on wifi, and it will fail to connect after attempting.

where can i find the text files to dig into those?

On the PC host. If it's Windows, the logfiles will be in C:\Program Files (x86)\Steam\logs (or wherever you installed Steam), and if it's Linux it'll be in ~/.steam/steam/logs/
