When I last used steam to play a VR game one of the popups straight said "Steam VR is not your Default open XR platform, do you want to make it the default?" or something to that effect anyways. So just... launch an actual game in steam VR, and check your PC for popups.

I saw that ONCE and havent found it since, for the most part I have fixed that issue but now the Resolution settings barely work

It's in SteamVR's settings. You want to select the "OpenXR" tab and from there you can set SteamVR to be the OpenXR instead of Oculus.

have you solved the problem?

yeah so you have to go into the steam vr settings and re enable steams openXR within the steamvr menu, or you need to go into your windows reg and put in a command line. dont even use the quest, just buy a steam frame instead
