Loss of Mouse Control Bug

I have occasionally run into an issue where I interact with a click and drag element in my browser and suddenly lose most mouse control. I can still interact with my taskbar, but all programs become completely uninteractable. I have found that if I close steam, I regain mouse control on my desktop, however the click drag web element I mentioned is completely broken, unable to interact when refreshing, completely closing the browser, or trying from a private window

What operating system (Windows, Mac, Linux variant -- and if Linux, which distro), which browser (Chrome, Chromium, Firefox, Brave, Opera, etc.), and do you have a specific website that demonstrates the issue?

That'll make it easier to track down. :)

Windows 10, Firefox, websites like sketchfab where you rotate a camera when viewing a 3d model. I have found the issue is more likely to occur during a lag spike. I believe if a spike occurs when doing the dragging gesture, it believes m1 is never released. when this issue occurs, it appears to be stuck in a permanent dragging state, unable to let go, even if I try m1, m2, disconnecting from steam link, reopening the browser, etc. for some reason, it only partially fixes itself if I close steam, but the permanent drag state in the program still persist.
